Alamo woman appointed as new Contra Costa County judge

San Ramon residents named to state oversight boards

During his last weeks as governor, Jerry Brown made dozens of appointments to various positions across the state, including selecting Alamo resident Wendy McGuire Coats among two new Contra Costa County Superior Court judges.

Two San Ramon residents were also singled out for state appointments: Dr. Carolyn McAloon to the California Board of Podiatric Medicine and Vincent Reyes to the State Bar of California Examining Committee.

All three are registered Democrats with a range of professional, service and personal backgrounds.

Heading into her first judgeship, 44-year-old Coats most recently worked as a partner and appellate counsel at Fisher and Phillips LLP since 2016. Before that, she was a partner at McGuire Coats LLP from 2010-16 and an associate at Howrey LLP from 2006-09.

Coats served as a law clerk for the Honorable Ronald S.W. Lew at the U.S. District Court for the Central District of California from 2005-06. She earned a Juris Doctor from the Pepperdine University School of Law and a Bachelor of Science from the University of Missouri. She filled the vacancy created by the retirement of Judge Barry P. Goode.

The outgoing governor appointed a second Contra Costa County Superior Court judge in recent weeks, naming Walnut Creek attorney John P. Devine to the bench.

Devine, 53, had been supervising deputy attorney general in the California Attorney General's Office since 2011 and overall as a deputy attorney general since 2001. Before that, he was an associate at Watson and Lanctot LLP from 1997 to 2001 and served as a deputy district attorney at the Marin County District Attorney's Office in 1996.

Devine earned a Master of Arts from Stanford University, a Juris Doctor from the University of Oregon School of Law and a Bachelor of Arts from the University of California, Davis. Registered without party preference, Devine filled the vacancy created by the retirement of Judge Judith S. Craddick.

The annual salary for each new judge is $207,424, plus unspecified employment benefits. Their specific judicial assignments within the court have not yet been announced.

In the other San Ramon Valley appointments, Dr. McAloon, 49, now sits on the California Board of Podiatric Medicine, a position that does not require State Senate confirmation and that pays only a $100 per diem.

McAloon has been a doctor of podiatric medicine at Bay Area Foot Care since 1999. She is a member of the American Podiatric Medical Association, California Podiatric Medical Association and the American College of Foot and Ankle Surgeons. A registered Democrat, McAloon earned a Doctor of Podiatric Medicine from the California College of Podiatric Medicine.

Reyes, 68, is now a member of the State Bar of California Examining Committee. Reyes served as director of the Department of Human Relations and Diversity Affairs for the Alameda County Social Services Agency from 1998 to 2007, director of the Workforce and Resource Development Department from 1995 to 1997 and multicultural multilingual coordinator in the Alameda County Administrator's Office from 1989 to 1994.

Reyes' position does not require Senate confirmation and there is no compensation. He is a Democrat.

Other appointments

Brown also named other East Bay residents to judicial or state positions during his final weeks before his term expired on Monday with the swearing-in of new Gov. Gavin Newsom. Those lame-duck appointments included:

* Five attorneys were appointed to the Alameda County Superior Court: Eumi K. Lee (of San Francisco), Karin S. Schwartz (of Sacramento), Clifford T. Blakely Jr. (of Moraga), Colin T. Bowen (of Oakland) and Patrick R. McKinney II (of Oakland).

* Fremont resident George Famalett was reappointed to the California Board of Accountancy, where he has served since 2015.

* Alameda County Fire Department Capt. Sean Burrows, who lives in Lodi, was named to the Commission on Emergency Medical Services.

* Khatera Aslami Tamplen, of Pleasant Hill, was reappointed to the Mental Health Services Oversight and Accountability Commission, where she has served since 2013.

* Three Berkeley residents earned appointments: Art Pulaski to the State Compensation Insurance Fund Board of Directors, Christine Baker to the Fraud Assessment Commission and Steven Winkel (reappointment) to the California Building Standards Commission.
