Every since Supervisor Piepho got elected she has denied she has anything to do with the developers. It now appears the choir she was singing to was not really there. We should have realized we she called on the Developer Fund(PAC) to spew money $250K all over her election against Houston to discredit him. It was Houstons father that had the problem, however at least Houston was honest. More lies have come out of the Queen Mary's mouth than I care to think about. That guy was a better alternative than the Queen Mary who sleeps with special interest especially when she wants to appoint the special interest of her husband to try and control LAFCO. This is a perfect re-call venue.

The question of David ending his role on the Discovery Bay District Board as cause for removal as LAFCO Vice Chair and Commissioner, here is your reader's answer: if a special district member ceases to be an officer of District A at the same time he/she is simultaneously appointed to District B, he/she maintains his/her seat on LAFCO, as there is no gap in service on a special district.

The second reality is: LAFCOs were created by the State Legislature in 1963; however, we are not State agencies. Contra Costa LAFCO is an independent agency composed of two members from the County Board of Supervisors (BOS), two members from city councils in Contra Costa County, two members from independent special districts in the County, and one representative from the general public. Also, for each category there is an alternate member. The BOS appoints the County members to LAFCO; the Mayors Conference appoints the city members to LAFCO; the Independent Special Districts Selection Committee (ISDSC) appoints the special district members to LAFCO; and the members of LAFCO appoint the public members to LAFCO.

Clearly, in my view, CCLAFCO is an agency full controlled by Contra Costa aggregated politics and should not be considered separate from overwhelming influence by county governments. Any independence is a facade.

This exchange is considering the actions of CCC-BOS in managing their preferences for board, commission, committee, council and taskforce membership. The actions related to David Piepho have little difference from Danville's town council appointing its members. What your readers are asked to consider is how do they wish governments to be constructed? What role should voters have in such construction of governments?

Certainly we can all agree that the power of our votes are important but Contra Costa aggregated politics has been able to control who runs and to insure no matter who is elected nothing will change in the power of the governments to work in opposition to the will and interests of communities, their neighborhoods and residents.

How do we change that result which has been part of Contra Costa County for decades?

I would like to thank Assembly Member Buchanan's staff and CC LAFCO for providing in-depth review and information on the nature of LAFCO operations in the counties they serve. Such information proved LAFCOs are not independent organizations and are highly subject to political and developers' requirements.

Although the State will take an in-depth look at David Piepho's new appointment and retention of his LAFCO position, there is no obvious mechanism for the State or Contra Costa County voters to change the outcome.

We all must thank Daniel Borenstein for alerting us to an obvious lack of democracy in the appointments of LAFCO commissioners.

The news in this morning's paper indicates David's quest for continued influence is now moot after out public outcry. I hope this is one more step in dismantling the Nejedley family flexing their power to support the Contra Costa developers politically riding their Daddy's coattails. ....Mary is next...thank God for the power of the free press....adios David, and we will be watching for your attempts to garner positions on obscure politically appointed positions.

It is good to see the fine folks in the west have realized that the tactics of the Piephos are not for the benefit of residents in Contra Costa. Their actions show total disregard for moral and ethical behavior as supposed leaders. These latest examples of manuvers only reinforce the special personal agenda of the Piephos. From the huge self serving raise at the Board of Supervisor level to the Seven thousand dollar stipend claim at the local level, stretching the rules to the last penny is the Piepho motto. This unethical wife and husband political manipulators must continue to be exposed for the sake of Contra Costa.

Now it's my turn for some nepotism.

Your comments are very well taken. I think the only way for these types of situations like the Piepho's have placed on Contra Costa citizens is to voice public outcry. Since LAFCO is intermixed in county politics. County politicians need to be affected positive or negative based on the disposition here. Simply spoken, vote these people out that take advantage of our trust. Also let other politicians know of your dissatisfaction in allowing the system to be used as it was not intended. Character of a politician is decided by voters based on their actions. This particular action does and will affect the other political member’s involved. As stated, " If you play with dirt you are going to get dirty " This is something that politicians need to understand when they go along with these questionable appointments. Unfortunately, this event has sealed the deal for my voting for someone else regardless. Just as I could never vote for Nixon again, I could never vote Piepho again.

It is an unending pattern of political gamesmanship with the Piephos. No where else in local politics is there anything remotely comparable to Mary and David. We need vote them out. I guess David is already out, but Mary needs to go.

So do all the other local politicians that allow those two to run their games. Let Tom Koch find another tool.

This is such a clear example of what Supervisor Piepho does with her time on our tax dollar. This is insulting. The manipulation and greed for power must stop. Supervisor Piepho must get back to working for the people and not her own self serving political interestes.

I commend the Board of Supervisors for revealing this dishonest move by Mary Piepho. I now feel confident that the BOS have the public at heart and not Mary Piepho's personal agenda. I think Administrator David Twa will think twice if asked to speak at a fundraiser for Mary Piepho in the future. Mary threw some of the blame his way while whining, insulted both Gioia and Glover to their face in public.
