Contra Costa County Library System forgives all outstanding fines

The Contra Costa County Library System is giving its members a fresh start in 2019 by issuing a general amnesty, eliminating all outstanding fines and clearing the balances of all library accounts, unblocking 118,450 cardholders -- 18% of all users -- throughout the county.

This removes the disincentive to not return books on time which will hurt other patrons and potentially push away the ones that are returning books on time...the customers they want. I’d love to see the study that says that this is why people are staying away from libraries. Smith Corona execs felt that people will always love typewriters and Kodak execs felt people will continue to love film. They used red herrings to distract themselves from the fact that the we’re becoming victims of a new technology.
