Is there a typo error? Pay retroactive to Jan. 1, 2010? I believe should be 2020.

The most important fact is that none of these "promises" will be fullfilled unless the public votes to weakening Prop 13.... Not good.
"A memorandum of understanding (MOU) for the use of increased revenues contingent on the passage of the California Tax on Commercial and Industrial Properties for Education and Local Government Funding Initiative"
