San Ramon police were taken on a brief car chase through city streets on Wednesday evening that ended in a police K-9 unit taking down the suspect after he ditched his stolen vehicle and attempted to hide in a bush.
The arrestee would later be cite-released, instead of booked into the county jail, due to an existing judicial order related to concerns over the coronavirus at the Martinez Detention Facility.
According to SRPD Capt. Cary Goldberg, at approximately 6:19 p.m. San Ramon police had received a report that Danville police officers were in pursuit of a gray Ford pickup truck, which was reported stolen to Hercules police earlier in the day.
After Danville police terminated their pursuit for safety reasons due to the suspect driving on the wrong side of the road, SRPD officers were able to locate the vehicle at Crow Canyon Road and Alcosta Boulevard, briefly initiating their own pursuit before backing off after additional wrong-way driving was observed.
Officers ultimately saw the stolen vehicle pull into a driveway on Valdivia Circle and observed the driver running away and jumping fences into local backyards, according to SRPD Capt. Denton Carlson. A perimeter was set up, and with the assistance of Contra Costa County Sheriff’s deputies and the sheriff’s office helicopter, the suspect was soon located in nearby bushes.
After refusing to come out of the bushes, SRPD officers deployed a K-9 unit, which bit the suspect on the leg and enabled officers to make an arrest, according to police.
The suspect was later identified as a 23-year-old resident of San Leandro. He was arrested for felony reckless evading, evading in the opposite lanes of traffic, possession of stolen property and probation violation.
The suspect was then transported to the Martinez Detention Facility, but, according to Goldberg, was refused admission based on charges and the COVID-19 crisis.
The arrestee was instead cite-released — a process where a suspect is issued a citation and allowed to go home with the promise of showing up in court later — due to an existing judicial order that aims to help prevent the spread of COVID-19 among inmates and jail staff, the captain said.
“The judicial order prohibits jail staff from taking/booking arrestees under certain circumstances (i.e. certain charges, severity of charges, bail amounts, etc),” Goldberg explained.

Why should the Police departments even try to put themselves in harms way when they can’t even arrest and detain repeated felons only to be released right back on the street to back at it again.

Negligence on San Ramon PD’s part and the CC jail. SRPD set the tone that criminals can come and commit crime in San Ramon, and won’t be held in jail, or there will be very little consequences due to Coronavirus.

How is it possible that people can read this and then go on a tirade about “liberals and progressives.” I am all about being tough no crime, but that is not what this article is about. We are in the midst of a pandemic. Maybe those of you who can’t seem to get this concept should spend your shelter-in-place practicing your reading comprehension. This is directed at you Trump 2020, Cody, Support the Blue, Lib Destroyer and Really. At the same time, maybe you can also practice being civil and making rational statements instead of YELLING and assuming guns cure everything.
The SOB who stole the truck will be out re-offending as soon as the dog bite heals. At least the PD Canine got a hold of him as he resisted arrest – a little bit of justice I guess. He will not show up to court and will cost valuable resources to go find him.

But here in the real world, who cares about practical solutions during a worldwide pandemic? I suppose we could have let the guy stay in jail, get infected and then force him to stay there longer than his trial and/or conviction would allow (given the circumstances in a just situation, particularly if it required any kind protracted trial with a jury, which by the way, cannot gather until after the pandemic). Then again, who needs due process? Let’s let the guy rot in jail (or suffocate, that is) or more likely, send him to trail and release him anyway (on bail) and then infect his family (surprise: still the liberals’ fault). I suppose that explains the authoritarian tendencies of the far right, because if you just lock everyone up and throw away the key, it reduces cognitive load and makes things way simpler, no?

One police officer mentioned, when asked if his job was easy right now, that the good people are still the same during this crisis and all the crazies are ten times worse because they know nothing will happen to them.
The thing that has been interesting to me is that corrections officials (of various kinds) feel that the only way they can prevent mass outbreaks of coronavirus cases in our jails and prisons, is to let out a significant percentage of inmates. (This is semi-separate from the issue of not booking newly-arrested people, but it is clearly related.)
In one sense, jails and prisons are the “ultimate” “shelter in place” environment. The only way for the coronavirus to enter a jail or prison is via corrections staff. So, part 1 of making jails and prisons safe is monitoring corrections staff for symptoms, and also using social distancing practices, similar to what restaurants have been doing for take-out and drive-through customers.
The other key to minimize spread of any outbreak in a jail or prison is to basically confine the prisoners to their cells, so they are not inter-mingling in places like group dining halls, open yards, and at prison jobs. So suspend those out-of-cell activities. Yes, two to a cell means that there is contact between those two. Same as for any two people who live together. If one gets it, the other no doubt will, too.
My question for jail and prison officials, as well as judges issuing orders to either release inmates, or not book new arrestees, is, what isolation methods were considered, or were being used, in lieu of simply releasing people?
My suspicion is that SOME jail and prison officials saw an easy way to cut costs, and some judges with “reformer” mindsets, also saw an opportunity. Unfortunately, the real costs of this approach will be with us all for a long time.
I will say that the person I saw on our local TV news from Santa Rita jail (Alameda County, in Dublin) seemed to at least be interested in only releasing the least-dangerous prisoners, or, ones whose sentence was nearly completed, anyway. He seemed very conscious of the potential risks to the public. In contrast, various public defender lawyers and spokespeople seemed to be advocating the release of many, many more prisoners, including ones convicted of non-trivial crimes, and even violent crimes.
