The Contra Costa County Board of Supervisors will spend two days this week deciding how to administer a $7.131 billion recommended budget for fiscal year 2025-2026 amid uncertainty concerning federal budget cuts in multiple areas.

The county said in a statement that the budget recommended by county staff is balanced, maintains current service levels, and reflects sound financial practices.

But it also warned “the coming fiscal year presents extraordinary uncertainty and volatility due to external factors, such as unanticipated impacts of federal and state policy and budgetary changes, tariff-related impacts on the economy and federal and state revenues, slower local revenue growth, and increasing operating costs arising from inflation, labor negotiations, insurance, etc.”

“Contra Costa County continues to benefit from decades of prudent fiscal management,” County Administrator Monica Nino said in the statement. “Our strong financial reserves, excellent credit ratings, significant investments to fund future liabilities and low debt have positioned the county well to counterbalance rising costs and the economic forces slowing property tax revenue growth.”

The meeting starts Monday in closed session, with supervisors discussing five cases of existing litigation involving states and other organizations and the federal government and/or President Donald Trump.

Monday’s agenda also includes a proposal from Supervisor Ken Carlson to allocate $5 million for planning, development and operation of a Services and Access for Everyone (SAFE) resource center for the immigrant community and non-immigrants.

Also scheduled for Monday are budget proposals from county departments, including animal services, the clerk-recorder and registrar of voters, the fire protection district, employment and human services, health services, and public works.

Tuesday’s agenda includes budget discussions concerning the county library system, district attorney’s office, the public defender’s office, the probation department, and the sheriff’s office.
