The San Ramon Valley school board is set to possibly terminate the district’s contract with the construction company tasked with the Stone Valley Middle School building project, at its regular meeting Tuesday night.

The Richmond-based Vila Construction Company has fallen behind in its timetable of building an extended classroom and multipurpose room at Stone Valley by several months, according to staff.

The San Ramon Valley Unified School District originally required the project be completed in May of this year, but Vila estimates the project will not be finished until November. However, in a report staff from the facilities development department expressed doubts the project will be finished that quickly.

According to the report, the project is only 56% complete, and staff estimate that at current pace of work, construction will not be finished until summer 2019 at the earliest.

“Despite demands by the district for (Vila) to perform the work at an adequate pace, (Vila) has not submitted an accurate or reasonable plan to do so,” the report says.

The apparently flawed and inaccurate schedule originally made by Vila is only one of the reasons district staff recommend termination with the company.

District staff allege that the company has performed work that does not follow project specifications, and has violated California Division of State Architecture requirements, among other contract violations. The report does not identify the specific violations.

The financial implications of the potential termination are not yet known.

Tuesday’s regular meeting will be held at 7 p.m. at the SRVUSD Education Center, 699 Old Orchard Drive in Danville.

*The board will discuss a policy, developed by California Attorney General Xavier Becerra, mandating they limit assistance given to immigration enforcement officials at public schools.

District faculty, staff and administrators will be required to follow a series of new policies, created in order to help promote a safer and more secure learning environment for all students regardless of citizenship or immigration status, SRVUSD staff say.

New policies mandate: district staff do not solicit information regarding the immigration or citizenship status of a student or their family, all students shall be given equal rights regardless of status, district employees will receive training regarding immigration issues, the superintendent will notify parents/guardians of their child’s rights to a free public education and inform them of their rights related to immigration enforcement, and student information will not be given to an immigration enforcement authorities without a court order or parental consent.

*The board will review the contracts of several SRVUSD staff members and discuss extending their employment contracts an additional two to three years.

If approved by the board, Superintendent Rick Schmitt will have his contract extended through summer 2021. His annual salary of $318,954 — which is paid with general fund dollars — will remain unchanged.

Deputy superintendent of educational services Toni Taylor, assistant superintendent of facilities and operations Gary Black, assistant superintendent of human resources Keith Rogenski, and chief business officer Greg Medici, are all in line for contract extensions. Schmitt’s top four lieutenants are expected to have their contracts extended until June 30, 2020.

All four staffers’ salaries have been released in a staff report ahead of Tuesday’s meeting and are expected to remain unchanged. Taylor is set to earn $244,829 annually, Black $245,383, Rogenski $222,572 and Medici $211,973.

*General fund budget and multi-year projections for the 2018-2019 school year will be reviewed by the board Tuesday evening.

District staff estimate combined regular fund revenues of $356,375,004 for the year and expenditures of $340,526,520.

Staff also note student enrollment is estimated to drop by 250 district-wide.

*Golden View Elementary is expected to receive a provisional intern. If approved by the board, Nicole Palmer will work with the school’s special education day classes.

    Along those lines why is better border security a bad thing?

    Regarding canceling the contract, based only on the above article it looks like it might be time to take the hit and move on as these things tend to get worse, not better, over time.
