The San Ramon City Council is set to discuss a proposed resolution this week that would update nearly half of the fees in the city’s Master Fee Schedule, as well as introduce more than a dozen new fees.

The proposed resolution comes following a study by Matrix Consulting Group, with the goal of achieving “full cost recovery” for city provided services with the updated fee schedule.

Of the city’s 978 fees, 487 are set to remain the same, with adjustments proposed for 478 fees and 13 new fees proposed for the Parks and Community Services department. The proposed updates are based on factors including the Consumer Price Index and the Construction Cost Index.

While the full cost recovery policy from the council has been implemented by staff in their preparation of the resolution, some details remain to be worked out.

Staff are seeking direction in particular on a two-phase approach that had been previously approved for special event permit applications, with one phase having already been applied. However, the Parks and Community Services Commission has recommended a four-phase approach, which would extend the timeline for full cost recovery by two years according to staff.

The proposed fee schedule being introduced this week is based on the recommended four-phase approach.

“Staff is seeking directions from the City Council on whether to proceed as presented or change back to the original two-phase approach, at which point staff will revise the Master Fee Schedule for the April meeting,” administrative analyst Miaoxia Joe wrote in a staff report.

Following the upcoming discussion, a public hearing and vote on the proposed resolution is recommended for April 22.
