The San Ramon Planning Commission is scheduled to hold two public hearings at Tuesday’s regular meeting regarding projects eyed for construction in the city’s developing downtown.
On the table this week, commissioners are set to deliberate on whether to extend a vesting tentative map approved for the Marketplace Mixed Use Development project through the resolution of a pending legal challenge, according to a staff report prepared by San Ramon associate planner Ryan Driscoll.
On March 14, 2023, the San Ramon City Council approved the project plan including the demolition of approximately 55,600 square feet of existing commercial tenant space within the Marketplace Center at 130 Market Place, to construct 40 single-family residences; four junior accessory dwelling units; renovation of an existing 1,869-square-foot coffee shop; subdivision of the project area for condominiums and improvements to associated parking and landscaping.
Community group Citizens Against Market Place Apartment/Condo Development filed a legal challenge April 19, 2023 against the council’s decision, a challenge that is currently under review by the California Court of Appeal.
Without a stay, the project’s approved vesting tentative map is set to expire March 14, 2026, per the city’s municipal code.

Also on Tuesday, the commission is set to review the Orchards development project, consisting of up to 2,510 residential units on an approximately 92-acre parcel, located at the former Chevron Corporation Office Park at 6001 Bollinger Canyon Road.
As part of the project, applicant Sunset Development Co. proposes demolishing 1.3 million square feet of office buildings and subdividing the acreage into three districts and 191 lots, according to a staff report prepared by San Ramon division manager Cindy Yee.
The districts would be split into mixed use, multi-family residences and a lower-density neighborhood, according to the report.
Additionally, the applicant also seeks approval for developing the Orchards Development Master Plan and the Neighborhood District, consisting of 230 single-family homes, 138 multi-family townhomes and 58 optional accessory dwelling units, along with associated site and landscape improvements within the district.
As a discussion-only item, the commission is set to receive a staff report and presentation on the proposal by the applicant in addition to the public hearing.
Staff recommends continuing the public hearing to the next scheduled planning commission meeting, according to the report.

As far as building the Orchards at the old Chevron HQ site, I hope they will be able to mitigate the abundant noise from the traffic on Bollinger as well as the 680 freeway traffic. Better to buy at the Marketplace when built.
