The San Ramon Planning Commission is set to review development agreements for two major projects in the ongoing development of Bishop Ranch – the 100% below market rate Eden Housing project and the CityWalk Master Plan.
The 200-unit Eden Housing project is aimed at meeting affordable housing requirements in the redevelopment of Bishop Ranch 7 and Bishop Ranch 11, as well as under the CityWalk plan itself.
“While there are efficiencies with the consolidation of units, there are also improved services associated with an established affordable housing provider for rental housing,” Division Manager Lauren Barr wrote in a staff report prepared for the upcoming meeting.
“The Agreement also includes safeguards to protect the City interests in providing affordable housing,” he continued. “In the event of a default of the terms of the Agreement, the City can assume ownership of the land to facilitate affordable housing by other methods. The terms of the agreement have been negotiated between the property owner and City staff, including specific guidance from the City Attorney as to form and content.”
City staff are recommending that the commision vote to approve the development agreement, after which it would be passed on for consideration by the City Council.
With the application process for the Eden Housing Project now underway, Sunset Development is seeking amendments to its development agreement for the CityWalk Master plan that would allow the “transfer” of affordable units that had been allocated in other projects to the Eden Housing project – which would have a “surplus” of affordable housing, with 100% below market rate units.
“This affordable project has a surplus of affordable units and with approvals can serve as a receiver site for the transfer of affordable unit obligations for eligible projects,” Barr wrote. “The proposed Amendments would make it possible to modify the approved apartment projects associated with BR- 1A and BR-3A to be able to transfer affordable units to the Eden Housing receiver site subject to certain conditions as outlined in the separate Bishop Ranch Affordable Housing Site Development Agreement.”
