The San Ramon City Council is set to hold a public hearing and consider approving a resolution that would increase the city’s traffic impact fee significantly for the first time since 2016 at their upcoming regular meeting.

The proposed fee increase would range from 18% to 48% at the residential level – which is currently at $2,918 for all single family residences and $1,809 for multi-family residences – with proposed increases of 34% for retail establishments, 68% for offices, and 44% for commercial services. 

Under the proposed new fee structure, single family residences under 1,000 square feet would be increased by 18% to $3,438, with those between 1,000 and 1,499 square feet being raised 28% to $3,728.

Residences between 1,500 and 1,999 square feet would see a 33% raise to $3,893, with those between 2,000 and 2,499 square feet seeing a 38% increase to $4,018, a 42% increase to $4,142 for those between 2,500 and 2,999 square feet, a 46% increase to $4,266 for those between 3,000 and 3,999 square feet, and a 48% increase to $4,308 for those over 4,000 square feet.

The fee for multi-family residences would increase 24% under the proposed new structure, from $1,809 to $2,247. 

The proposed fee for retail space, currently at $6,090 would be set at $8,132, with the fee for office space increasing from $7,070 to $10,205 and the fee for commercial services increasing from $3,290 to $4,745.

The proposed new fee schedule – the maximum increase allowed under the city’s current Capital Improvement Program – comes in the wake of a citywide study on the traffic impact fee that assesses the current cost of construction, assumptions about land use, and predictions about future transportation needs in the city. 

The city’s traffic impact fee was adopted in 1988, with the goal of mitigating the costs of roadway improvements and traffic impacts brought on by the city’s new developments and additional residents. Under the 1988 resolution approving the fee, it is subject to review every five years, with annual adjustments ranging from 2% to 4% in keeping with inflation. Significant changes to the fee schedule were previously approved in 1997 and 2016.

City staff are recommending the new fee schedule in order to adapt to numerous factors in the years since 2016, including increased construction costs, changes to the city’s roadways, new land use designations, and changes in the number and type of building units as well as associated changes to priorities in the city’s Capital Improvement Program. 

A public hearing on the proposed fee increases is scheduled ahead of the council’s discussion and consideration of the recommended new schedule.

*The council will hold a public hearing on the proposed renewal of the San Ramon Valley Tourism Improvement District, which was previously discussed at their Jan. 23 meeting. No vote is set on the item at the upcoming meeting, with a final discussion on the topic scheduled for April 9.
