In two separate orders of business, the Danville Town Council is set Tuesday to consider a resolution accepting the Fiscal Year 2024-25 Audited Annual Comprehensive Financial Report as well as consider proposed solid waste and recycling rates for 2026 and forward a recommendation for a 9% rate increase to the RecycleSmart Joint Powers Authority. 

The town’s independent auditor — The Pun Group, LLP — has completed its examination of the financial statements for the town and has approved the draft financial reports, including unqualified opinions, as to their accuracy, according to the Dec. 16 staff report. The Town Council is now being asked to accept the report, following last week’s study session. 

The report indicates a positive financial outlook for Danville, with the General Fund seeing a net increase in fund balance of $3,038,278 (year over year 2023-24 to 2024-25). 

Revenues exceeded expenditures by $13,139,499 with net operating transfers to other funds of $10,101,221. Actual revenues exceeded final budgeted revenues by $7,782,430. General Fund expenditures were below budget by $3,573,675 with cost savings in most departments. These savings were largely attributable to the timing of filling for several vacant positions, according to the staff report. 

As part of the discussion, town staff is also recommending that the council approve transferring some of the General Fund money to various reserve funds, including $500,000 to the Contingency Fund and $4,772,589 to the Capital Improvement Projects Fund. 

The council is also set for its annual rate setting discussion for garbage and recycling services. 

As a member of the RecycleSmart Joint Powers Authority, the town is responsible for recommending its own rates to the RecycleSmart Board of Directors, which plans to adopt 2026 rates at their public hearing on Jan. 27, 2026 with new rates to become effective March 1, 2026.

Annual rates are set based upon the costs associated with delivering solid waste and recycling services including: compensation for Republic Services and Mt. Diablo Recycling, maintaining appropriate reserve levels, and RecycleSmart administrative costs, according to the staff report.  

The total revenue required to meet Danville’s service delivery requirements for 2026 is $14,225,392. To meet the revenue requirement, a rate increase of 9% is recommended. 

The recommended adjustment will ensure that sufficient reserves are maintained to fund any unanticipated costs and provide for rate stability moving forward. Recommended 2026 rate increases for the other JPA member agencies are forecast to range from 6.0% to 10.0%, according to the staff report.
