A resolution establishing an annual “Civic Day for the Teacher,” sponsored by Assemblywoman Joan Buchanan (D-15th), was signed into law Monday.
The resolution, ACR 111, establishes the first Friday in December as Civics Day and is meant to illustrate the importance of teaching civics in all grade levels.
Buchanan said the special day not only highlights the important role of civic education in a participatory democracy but it hopefully will also encourage staff development for teachers who want to strengthen the teaching of civics in their classrooms. It’s consistent with the goal of the California Civic Mission of Schools.
The resolution as passed by the State Assembly reads:
“WHEREAS, Civic education is vital to the development of the skills and knowledge needed to become an informed and engaged citizen; and
WHEREAS, Studies show that most pupils lack a proficient understanding of civics, including government, history, law, and democracy; and
WHEREAS, A teacher’s knowledge and understanding of civics and government and the ability to communicate with and inspire pupils are essential in providing pupils with high-quality instruction in civic education; and
WHEREAS, Teachers should be encouraged to participate in professional development opportunities that broaden their knowledge and enhance their ability to provide high-quality instruction in civic education; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, that the Legislature proclaims the first Friday in December as California Civics Day for Teachers, and urges all local educational agencies to encourage teachers to participate in professional development opportunities focused on civics on that day.”

We don’t have a state budget and this is all she can do?
I go with those who say “vote them all out” this November.
Unless we get a state budget, this nonsense should not even come up for votes. Where are their priorities?
Dear Dolores,
Applause to Assembly MEMBER Buchanan for her foresight in creating the voters of tomorrow through civic engagement of our teachers.
Outstanding idea that time has come. We need informed, rational voters and those interested in serving our communities as our representatives.
Thanks, Joan!

Again, don’t these people have anything of merit to do?
Buchanan can’t do anything of substance so she sponsors a “mom and apple pie, feel good” measure like this?
Rome is burning! Why are all these “public servants” standing around fiddling instead of trying to resolve problems?
Vote them out!
It’s too bad that most business people want nothing to do with politics. These political clowns do nothing!
Keith and Mike you are right on target…Well Hal, most of the time I’m hearing you…but I think you are just playing the dreamer card this time.
Joan Buchanan is a total waste and should be voted out.

Dear Dolores,
It seems we must better understand Joan’s purpose and its advantages to us. At present, our teachers and their students are isolated from local governments by boards, commissions, councils, committees and taskforces. Yes, they could attend meetings but would only have their current history and civics programs as a basis of understanding.
Since none of us have any real rights of participation in government meetings beyond “do your three minutes, expect no response, then shut up and go away,” some steps toward engagement of the next generation of voters is as important as any short-term issues within current governments’ considerations.
What is reality is our young people become turned-off by politics due to the lack of community engagement by governments’ boards, commissions, councils, committees and taskforces. What Joan created is a change in community engagement starting with the educational partnership of teachers and students.
Intelligent, rational and committed voters? Can there be a greater importance for our future?

Joan’s main purpose is to pass a budget so the schools are not in the funding mess they presently are. Where is her action on that?
We also remember that after we voted for her and she took office, she immediately tried to run for congress and leave that seat. I hope the voters dont forget these points next Novemner!
Dear Dolores,
It seems we have to show that Joan and her fellow Democratic Assembly Members have delivered a budget for approval by all parties before we can focus on the real value of this exchange. Here is an independent overview of the Democrat’s delivered budget:

After this budget’s fiscal remedies for schools are in place, we will still need to have future voters that are engaged in the leadership of the representatives.

She had time to do this but abstained from voting over 300 times!! Pure political posturing.
Go count ’em yourself at

Anything she has her hand in makes me worry.
People are so rude. Ms. Buchanan is an inspiration, and at the root of our present political deadlock is an uneducated citizenry. Let’s take it up a notch and quit harping about “bums”. Very ungentlemanlike behavior!
Nancy,
Uneducated citizenry is right as Nancy states – we elected Joan. That shoule be an example that scares anyone. How is the uneducated citizenry a problem when Joan abstains from taking a position on voting over 300 times, gets elected and then attempts to leave for another position (congress) and also fails to pass a budget putting our scholls in the mess that they are in now?
Dear Dolores,
As media audit teams are all the contact EMCEB has with any major readership, the reality is this illustration of the negative, in boilerplate, has provokes significant discussions throughout Joan’s district. Neighborhoods have engaged community groups in Lodi to our corridor in presentation of what has been put forward by Joan and her associates in the Assembly.
What Assembly District residents, as many first time voters, are seeing is a willful action by a very political right, as not all Republicans, to delay a rational and fiscally-responsible budget process. Without interactive discussion and purposeful resolve, all we have now is a right-wing of the Republican Party that wants to delay fiscal resolve for November Election purposes.
It is a process of aiming one’s shot gun at alternating feet.
