San Ramon city and fire district officials are scheduled to discuss emergency dispatch services during a joint study session Tuesday evening.

The workshop, a special meeting of the City Council and San Ramon Valley Fire Protection District Board of Directors, will focus on joint dispatch for emergency service providers.

The study session is set to start at 5 p.m. at San Ramon City Hall — two hours before the City Council hosts its regular meeting, which features crowded agenda including Iron Horse Regional Trail overcrossings, approval of the city’s Housing Element update and a resolution of intent to create a new city-specific tourism district.

During their regular meeting at 7 p.m.

* The councilmen will receive the latest update on the Iron Horse Regional Trail overcrossings project and consider selecting three design concepts to pursue going forward.

The overhead bridges, proposed for the trail’s intersections with Bollinger Canyon and Crow Canyon roads, aim to improve safety for drivers, pedestrians and bicyclists at those two city thoroughfares.

Should the council chose three overcrossing concepts Tuesday, the project’s consultant team will refine cost estimates and develop visual renderings and preliminary engineering for those bridge designs, according to city staff.

The project is a collaborative effort among the city, Contra Costa County and the East Bay Regional Park District and is funded through Measure J, the half-cent transportation sales tax approved by county voters in 2004.

* The council will consider approving the city’s Housing Element update and associated General Plan amendment.

The draft Housing Element update describes the city’s housing needs, opportunities, constraints, resources and strategies for 2015 to 2023. It is an aspect of a city-initiated General Plan amendment, which also incorporates related changes to General Plan text, maps and policies aimed at maintaining internal consistency within the document.

Tuesday would mark the last of the three required public hearings before the council on the Housing Element update — the previous meetings were Jan. 27 and Feb. 10.

* Council members will debate a resolution declaring the city’s intent to establish a new San Ramon Valley Tourism Improvement District, which would be governed by an independent board of directors and tasked with the specific goal of helping enhance six large hotel operations in San Ramon.

City officials have discussed creating a San Ramon-specific district after the city opted last month to discontinue its involvement with the Tri-Valley Tourism Marketing District, a regional effort carried out through Visit Tri-Valley.

The city has now received petitions from hoteliers representing 89.29% of the 1,128 hotel rooms in San Ramon in support of forming the new tourism district — which would be funded by a $2 fee per overnight stay at local hotels.

The resolution under council consideration Tuesday would also schedule an informational meeting on the proposed district to occur June 9, with the public hearing before the council on June 23.

* The council will consider approving contracts with four companies for landscaping services, each with an initial five-year agreement with options to subsequently renew on a year-by-year basis until 2025.

The agreement with Novato-based Cagwin & Dorward is not to exceed $9.379 million for the first five years. Jensen Landscape, out of San Jose, would receive up to $3.436 million for its initial five-year deal.

The initial five-year agreement with Fremont-based New Image Landscape is not to exceed $7.845 million, and the same term for ValleyCrest Landscape, based in Southern California, is worth a maximum $1.774 million.

* Mayor Bill Clarkson will present a proclamation in honor of the 125th anniversary of the General Federation of Women’s Clubs and the 50th anniversary of the Dublin San Ramon Women’s Club.

* He will also give special recognition to Brian Lindblom, neighborhood preservation officer in the community development department, commending his 42 years of city service.

* The Contra Costa Tobacco Prevention Coalition will present the city with its Award for Outstanding Contribution to Tobacco Prevention.

* The council will also receive an update on the construction of the new City Hall and the status of the San Ramon City Center project.
