The San Ramon Planning Commission is set for another discussion Tuesday about a four-story apartment and commercial complex proposed for the northwest side of the city along San Ramon Valley Boulevard.

The concept for the San Ramon Valley Apartments — proposed by Santa Clara-based ROEM Development — still calls for 169 luxury apartment units, but the developer has updated the project to remove five live/work units in favor of more retail/commercial space after its last public discussion with the commission, according to city associate planner Shinei Tsukamoto.

The project would now add 6,146 square feet of ground-level commercial space in the four-story complex proposed for 2251 San Ramon Valley Blvd., along the west side of the thoroughfare at the intersection with Deerwood Road.

During their discussion last month, commissioners expressed a desire to see more commercial/retail space at the ground-level, instead of the prior concept that consisted of roughly 4,800 square feet of commercial space with five live/work units, Tsukamoto said.

The San Ramon Valley Apartments proposal, which also includes a two-level parking garage, features six apartment types: traditional studio, one-, two- and three-bedroom units as well as one- and two-bedroom options with dens.

The 2.55-acre site currently houses Outpost Sports Bar and Grill and is next to Windmill Farms produce market.

Tsukamoto told the commission that city planning staff thinks the project — which is in the middle of its environmental review stage — is consistent with applicable city development standards and policies.

The initial environmental study concludes the project would not have a significant effect on the environment in light of recommended mitigation measures in areas such as air quality, biological and cultural resources, geology, hazardous materials, water quality, noise and traffic, Tsukamoto said.

The commission on Tuesday is set to receive the latest update presentation on the project, take public testimony, deliberate and then provide direction to city staff and the applicant before advancing the project for further consideration on Aug. 2.

City staff recommends the commission consider adopting the environmental findings — a mitigated negative declaration — by Sept. 20 and set final project consideration for no later than Nov. 19.

The meeting Tuesday night is scheduled to start at 7 p.m. inside the council chamber at San Ramon City Hall at 7000 Bollinger Canyon Road.

In other business, the commission will consider approving a two-phased proposal to allow the owner of the Crow Canyon Commons shopping center to resolve a dispute with the city over 528 square feet of extra landscape area required to be added to the complex, located near the corner of Crow Canyon Road and Camino Ramon.
