An Antioch man was arrested Monday night in San Ramon after officers allegedly discovered him in possession of a stolen vehicle in a parking lot, according to police.

Police said officers on patrol saw Lawrence Phipps, 22, in a fitness center parking lot in the 4400 block of Norris Canyon Road on Monday night.

Officers contacted Phipps and determined that he was on probation for a previous vehicle theft, police said.

Phipps was arrested on suspicion of possession of stolen property, possession of burglary tools and violation of his probation. He was booked into the county jail in Martinez, according to police.

Police said vehicle thefts have been higher than normal in San Ramon lately, and as a result they have increased proactive patrols in an effort to thwart attempts.
