The Danville Town Council is set to vote on whether to endorse two state propositions on the June ballot at its regular meeting Tuesday night.

The council will consider declaring support for Propositions 68 and 69, endorsements recommended by town staff members.

Prop 68, entitled the “California Drought, Water, Parks, Climate, Coastal, and Outdoor Access Act of 2018,” would provide funding for state and local parks, environmental protection projects, water infrastructure projects and flood protection projects across California.

If approved by voters, every city/town in the state would receive a per capita allocation of at least $200,000 for local parks and environmental programs. These funds would be collected from a $4 billion investment in general obligation bonds by the state.

The League of California Cities has already endorsed Prop 68, which is also supported by Gov. Jerry Brown, town staff noted.

Supporting Prop 69, “Opposing the Repeal of Senate Bill 1,” would ensure Danville continues to receive its annual funding from SB 1, the Road Repair and Accountability Act of 2017, town staff said.

Prop 69 protects revenues from 2017’s increased tax on diesel fuel, while a “no” vote would repeal the increased tax. The Road Repair and Accountability Act of 2017 provides Danville with annual funding for transportation ranging from $700,000 to $800,000, collected from the state’s diesel sales tax, according to a staff report by Nat Rojanasathira, Danville’s administrative services director.

The Danville council’s regular meeting is set to start at 7:30 p.m. in the Town Meeting Hall, 201 Front St. in downtown Danville.

In other business

* Prior to the regular meeting, Town Council members will meet at a study session Tuesday morning to discuss the operating budget and capital improvement program, at 8:30 a.m. at the Danville town offices, 510 La Gonda Way.

* At the evening meeting, the council will consider approving an update to its personnel policies and procedures. Key aspects of the policies that are proposed to be updated include the definition of immediate family, designated protected classes, disciplinary actions, leave guidelines and technology.

The personnel policies have not been updated since October 2007 and would put the town’s into closer resemblance to those of the state if approved.

* Henry Perezalonso, director of the Recreation, Arts & Community Services Department, will present the council with a draft of the town’s proposed public art policy.

The policy will guide the placement of art in public places and will include selection and acceptance of artwork to be loaned to, leased, donated or purchased by the town, the placement of artwork within the town, as well as the maintenance and removal of artwork.

* The council will continue its April 17 discussion on amending the town’s wireless communication facilities ordinance. The council had a number of questions concerning the ordinance and directed town staff to return with a report for Tuesday’s meeting.

The proposed amendment would establish regulations on the placement and design of wireless communication transmission facilities in the town.
