The San Ramon City Council is set to discuss the Crow Canyon Road pavement rehabilitation project on Tuesday evening.
The project was developed in conjunction with the Crow Canyon Road widening project, which is divided into two segments: between Alcosta Boulevard and St. George Road, and between St. George Road and Dougherty Road. The first segment is currently under design but the widening of the second segment is not scheduled for at least five years, according to the staff report prepared by senior civil engineer Daniel Chavarria.
The pavement rehabilitation project is responsible for maintaining the segment between St. George Road and Dougherty Road until the widening project takes place.
The city approved and advertised the pavement management 2019 project last month, receiving a bid from O’Grady Paving, Inc. with a base bid price of $1,353,795.
City crews and a contractor are working to fix extensive cracking along Crow Canyon Road with crack sealing, yet there are insufficient funds to complete the pavement repair-stop gap 2018-19 project, according to Chavarria.
Based on the bid from O’Grady, the expenses already incurred and other upcoming project costs, city staff estimated that the Crow Canyon Road pavement rehabilitation project will have savings of over $300,000 relative to the overall approved budget.
The capital budget for the 2019-20 fiscal year authorized a total of $2,065,000 for design and construction of the Crow Canyon Road pavement rehabilitation project, with $592,000 from gas tax/Measure J/SB-1 funds and $1,473,000 from CCTA Measure J Strategic Plan funds, which will be spent first.
Since the cost of design and project advertisement is approximately $170,000 and the cost of construction is $1,353,795, plus a 10% contingency of $135,380, for a total contract amount not to exceed $1,489,175, there are enough available funds to proceed with the Crow Canyon Road pavement rehabilitation project.
O’Grady and their subcontractor, Graham Contractors, Inc., will begin work on Crow Canyon Road in early September and have requested authorization to perform night work in order to complete the project before the rainy season begins.
The city staff recommends night work from 9 p.m. to 5 a.m. between Shoreline Drive and Reedland Circle only, in addition to work hours during the day.
The City Council will discuss this contract agreement at the meeting on Tuesday, which is open to the public and will begin at 7 p.m. in the council chamber at 7000 Bollinger Canyon Road.
In other business
* The council will talk about a possible agreement with First Carbon Solutions for contract planning services to process small wireless facilities applications in an amount not to exceed $140,000.
* There will be a public hearing to approve the street name change from Purdue Road to Faria Preserve Parkway.
* Up for approval on the consent calendar for Tuesday are a register of demands by the city treasurer, a quarterly investment report, a designation of Mayor Bill Clarkson as the voting delegate and Councilwoman Sabina Zafar as voting delegate alternate to the League of California Cities 2019 Annual Conference, salary range adjustments for various city employees and a statement of debt management and disclosure policy.
* The council members will also be introduced to a number of new city employees: administrative analyst Anita Watanuki, public works employees Darin Fitzpatrick and Brandon Thompson, building inspector Josh DeMello, and communications and engagement analyst Simone Finney.
* There will also be a special council meeting before the regular meeting, at 5:30 p.m., for a workshop to discuss possible debt financing for capital infrastructure projects. There will also be a report on the Contra Costa Transportation Authority draft transportation expenditure plan.
