The San Ramon City Council is set to weigh a new agreement with Verizon Wireless to streamline the installation of small cell facilities within the city limits Tuesday night, considering a master license agreement with the company.
A hot-button issue for many San Ramon residents, the proposed master license agreement would set the parameters allowing Verizon to install small cell facilities on city-owned street lights and other city vertical structures for the next 10 years, plus the opportunity for two five-year renewal thereafter, for a maximum contract of 20 years.
“The MLA itself does not grant present possessory property rights or access to any specific City owned property, nor does it provide for the deployment of small cells under relaxed standards or criteria as compared to small cells deployed without an MLA,” city attorney Martin Lysons wrote in a staff report.
Lysons said that the MLA sets the terms and conditions under which Verizon can request a site and terms and conditions under which the licensee may request a site and protects the city’s streets by strongly discouraging the construction of new poles.
Lysons added that through the MLA the city will be allowed to collect a fee that includes $750 per site adjusted annually by 2% for the first two years, which will be reduced to $281 in the third year and adjusted annually thereafter by 2%.
The City Council is set to discuss the Verizon Wireless MLA, among other issues facing the city, during its regular meeting Tuesday 7 p.m. at the City Hall Council Chambers, 7000 Bollinger Canyon Road.
In other business
* San Ramon’s City Council is also set to discuss a 162-unit neighborhood in the Preserve project area when they review the merits of the Promenade at the Preserve development project.
City staff say a Promenade at the Preserve is subdivision consisting of 40 detached, single-family residential units, 122 multi-family condominium units, and a 2-acre future house of worship site on a 12.6-acre property within Neighborhood V of the Preserve project area.
The 12.6-acre project site is located east of Bollinger Canyon Road, north of Deerwood Road and west of San Ramon Valley Boulevard, within the 286-acre Preserve development project.
Neighborhood V is the fifth and final neighborhood to be constructed in the Faria Preserve project, and was designated as being allowed to produce a maximum of up to 180 residential units.
Pending council deliberations, the Promenade at the Preserve will return to the City Council’s agenda for final consideration during their regular meeting on Sept. 10.
* The council will also host State Assemblywoman Rebecca Bauer-Kahan, who will give city officials a special presentation updating them on the legislative activities in Sacramento.
* Next up, the council will review and provide guidance regarding a city’s policy on selling city-owned property to private property owners, a policy that city staff say does not yet exist.
The discussion on the city’s policies began on June 11, when the city received a letter from the property owner of 19251 San Ramon Valley Blvd., asking if they could purchase the adjacent 0.36-acre city-owned parcel for a proposed care facility.
* The council is also set to issue a proclamation recognizing August as American Muslim Appreciation Month. Receiving the proclamation will be Ashar Ahmed representing Council on American-Islamic Relations and Imad Abboushi, president of the San Ramon Valley Islamic Center.
* City staff have recommended that the council appoint Billy Hurley to serve as San Ramon’s representative on the Contra Costa Transportation Authority Citizens Advisory Committee.
* In honor of the junior public servants who dedicated their summers to interning for Councilwoman Sabina Zafar, the council will hold a special presentation recognizing the hard work done by Nathan Nguyen, Sahana Dhillon, Elaine Kim, Zafir Chowdhury, Leah Sarokin, Dalia Halabieh, Valarie Lee, Angelica Armesto, Michael Wang, Haris Khan, Krishna Kumar, Starr Cheng and Manaal Shareh.




5G is not harmless, as the FCC & telecom industry would have us believe. And the aforementioned have no plans to study effects on humans, animals, plants & atmosphere. But other scientists have already done studies (read “Disconnect” by Dr. Devra Davis) proving we are already being harmed by 3 & 4 G. 5 G is microwave radiation already used by military for crowd control. This directional radiation beam disperses crowds by causing intense burning sensation in the skin. 5G only travels short distances, so cell towers will have to be placed on every light pole in the city, perhaps outside your bedroom window. 5G has already been banned in some European countries. I’m concerned that there is no mention of a Christian appreciation month. What month would that be? And is there a Jewish, Buddhist, protestant etc. religious “appreciation” month? What months are those? I’m sure if you issued a proclamation for each religion someone would gladly come to receive it and you would be demonstrating unity in our community you think? If you do not include other religions, then I object to singling out only one religion. That would not be “appreciated”. Can people understand if you single out one, you can foster dislike? Give it some strong thought. If you want it to be thought of as a GOOD IDEA, and have the idea “appreciated”, then please list all the religious appreciation months at the same time so we can know what religion we should be “appreciating” for the month.
It was explained to me that Verizon is like FM radio and all the others are like AM radio. If you allow Verizon to put their towers all throughout the city are you going to allow T-Mobile Sprint Etc who can’t use their signal,to put their 5G towers around so we won’t be stuck with just one carrier to get the 5G signal? I’m also doing more research on the 5G signal and do not think it’s a good thing. We are trying to control people in trying to stop people from smoking as we are concerned maybe for them but also ourselves to be subjected to second hand smoke. I won’t get into the absurd contradiction of allowing marijuana smoking. We’re trying to protect the environment but we’re putting radio waves all around us that we and birds and other animals, cannot get away from. Once there, we don’t have a choice. There should be an escape clause at worst, if shown to be harmful, the contract for 10 years can be canceled. I think you should think this through a little longer, take more time and study it because you’re subjecting all your citizens to something they have no choice over. There are no studies on how this stronger 5g will affect us. There is on the lower emissions. Just a bit hipacritical you think? You’re suggesting we subject everyone to radio waves that we can’t get away from.
5G has never been tested for safety. It will be emitting constant emf pulsed Radiation 24/7. Children who have thinner skulls and developing brains will be affected by this unsafe, unlawful technology. Over 2000 that telecom, main stream media et al don’t want you to know how this effects almost every aspect of your body- but the research is there and mote is being published everyday by INDEPENDENT science, not bought and paid for telecom studies,

Stop fear mongering. There only health effects related to cell phones is that caused by lack of coverage — It can and has been a real problem when emergency services need to be notified in the event of an accident and can’t be reached.

What kind of research are you doing? Are you a scientist? Biologist? Electrical engineer? What kind of equipment are you using for your studies?
