A new five-year plan approved by the Dublin San Ramon Services District Board of Directors on Tuesday includes nine “strategic goals” addressing the district’s financial sustainability, long-term management strategy, local partnerships, and more.
The 2022-2026 Strategic Plan will act as the district’s framework when making a number of decisions over the next five years. District officials will refer back to the plan’s nine strategic goals and action items whenever they update the district’s business practices and procedures, for example, or overhaul its information systems
Officials said the plan “outlines the fundamental decisions that shape what the district plans to accomplish and sets a rational course of action. At its highest level, the Strategic Plan seeks to strengthen and build upon opportunities while addressing areas of concern.”
Among the goals are developing “a fully integrated asset management program to guide the district’s business decisions,” and enhancing staff leadership, professional and technical skills, according to the plan document.
More specific action items for those goals call for developing a succession plan for key positions “where feasible,” expanding the use of electronic records management programs, creating an inventory of emergency assets, equipment and materials on hand, and improving the district’s “ability to respond to emergencies and maintain business continuity.”
The plan also presents the district’s core values, which are accompanied by “questions that are to be asked when major policy decisions are being considered to ascertain if the decision is in conformance to the stated values.” Those questions involve protecting public health and the environment, being open and transparent, and sustaining the district’s financial stability.
While the Board stated there was no priority and that all nine strategic goals are “equally important,” the district has been working on certain aspects related to them such as an update of the Emergency Response Plan. DSRSD spokesperson Lea Blevins told the Weekly that the plan “will incorporate lessons learned from the COVID-19 pandemic, and PG&E’s Public Safety Power Shutoff Program (PSPS).”
The district is also “continuously working on collaborating with Tri-Valley partners in the development of a more diversified and resilient water supply,” Blevins said, adding the board “has placed new emphasis on building public awareness of long-term water supply challenges and opportunities.”
Blevins also said DSRSD plans to develop a district energy policy and master plan in the next two years, along with phased targets to comply with the state’s long-term greenhouse gas emissions mandates. That plan will evaluate sustainable energy sources and a long-term fleet management program, according to the district.
