The San Ramon City Council and Planning Commission are set for a joint special meeting ahead of the council’s regular meeting to review a proposed amendment to the city’s General Plan.

The amendment, brought forth by Sunset Development, would alter existing floor-area ratio requirements. If approved, it would apply to approximately 205 acres of property made up of 700 individual parcels bordered by Executive Parkway, Interstate 680, Alcosta Boulevard and Norris Canyon Road, which falls under the designation Downtown Mixed Use – North as of the city’s latest General Plan.

With city officials and developers eager to increase the city’s housing inventory as they prepared the current General Plan and its Housing Element – aimed at facilitating the development of the 5,111 new homes required under San Ramon’s Regional Housing Needs Allocation between 2023 and 2031 – the floor area ratio was established at a 1.25 minimum for projects other than those that are 100% housing, with the goal of encouraging vertical development.

Sunset Development, which owns 96 acres within the Downtown Mixed-Use–North designation, is seeking to reduce that minimum to 0.5 for projects in the area in order to accommodate new projects that are in the works at Bishop Ranch 7 and Bishop Ranch 11, both of which fall under the DMU-N zone and do not meet the current minimum floor-area ratio requirements. 

Both projects – a 199-unit project set to be built by Trumark Homes at Bishop Ranch 11, and the 100% affordable Eden Housing project slated for Bishop Ranch 7 – have been the subject of waivers requested under the state’s Density Bonus Law. 

Sunset first sought the removal of the minimum FAR established in the General Plan with an application in October 2024, later amending the application to instead request its reduction to 0.5 in January. 

Applications for a General Plan Amendment and Zoning Text Amendment for the adjacent Downtown Mixed-Use – South area in order to accommodate the planned redevelopment of the former Chevron Park site at 6001 Bollinger Canyon Dr. are being processed separately.

“Tonight’s public hearing provides an opportunity for the Planning Commission and City Council to review the proposed amendment, take public comment, and provide feedback to the Applicant and Staff,” Senior Planner Cindy Yee wrote in a staff report prepared for the upcoming meeting. “Should the Commission and Council request additional information, additional public hearings are scheduled on February 25, 2025 and with each individual body in the upcoming months.”
