The San Ramon Valley Unified School District’s Board of Education is set to hold a public hearing on the draft budget for the upcoming fiscal year at their next regular meeting, marking the final step before the budget can be considered for approval.
In addition to local challenges, the draft budget seeks to contend with the impact of the May revisions to Gov. Gavin Newsom’s state budget projecting a $27.6 billion deficit statewide, including reducing $60.2 million in one-time funding that had previously been allocated to the Golden State Teacher Grant Program, eliminating $375 million in funding previously proposed in January for the state School Facility Program, as well as the elimination of $550 million in funding for the California Preschool, Transitional Kindergarten, and Full-Day Kindergarten Facilities Grant.
Despite the pending expiration next year of Measure A, the parcel tax measure last approved by voters in 2016 and which generates $6.8 million in revenue annually, the budget up for discussion at the upcoming meeting includes the assumption that it will be renewed by next year and continue to serve as a source of stable funding. In a special election in May, Measure E, which was aimed at replacing Measure A upon its expiration, failed to garner the minimum of two-thirds approval by voters in order to pass, with 62.95% of voters casting ballots in its favor.
The district is currently tasked with reducing spending by $10 million in the coming fiscal year, with layoffs approved earlier in the year accounting for $4,426,000 of that. For the 2025-26 fiscal year, the board is set to direct staff on how to reduce spending by another $16.5 million. The district will seek additional feedback and insight on that reduction later this year, with a budget advisory committee set to launch in August.
Under state law, the required public hearing on the draft budget is intended to happen in the same meeting as a public hearing on the proposed Local Control and Accountability Plan (LCAP), which is the subsequent agenda item at this week’s meeting. The presentation will include an overview of the Local Control Funding Formula for parents, an annual update on the LCAP, a Local Performance Indicator Self Reflection, and federal addendum.
Following this week’s public hearings, the board is set to vote on both the proposed budget and the LCAP next Tuesday (June 18).
