The San Ramon Planning Commission is poised for a study session and concept review Tuesday on a nine-unit housing project being considered for a portion of the Faria Preserve site that was previously zoned for an unspecified house of worship facility.
The discussion comes 20 years after the 6.1-acre portion of the Faria Preserve received that designation under the city’s Northwest Specific Plan, with the overall 289-acre project approved by the city later in 2006.
While development of the overall site has proceeded over the past two decades, no development approvals have yet been granted by the city for the house of worship site, with developers finally submitting a concept development plan in July for the proposed nine-unit housing project on a 1.91-acre portion of the site at 2000 Mateo Miller Circle.
“The purpose of the Concept Development Plan Review is to provide the Applicant with initial feedback and public input on the proposed development concept in advance of formal application submittal,” city planning director Lauren Barr and senior planner Ryan Driscoll wrote in a staff report for this week’s meeting.
While the house of worship site was included as part of the overall Faria Preserve project’s “Neighborhood V” in 2006 – at which point it was zoned for “public and semi-public community facilities” – the 1.91-acre portion in question was rezoned for high-density residential purposes in 2017.
“The Applicant’s Project Description (Attachment B) acknowledges that any future application submittal for this proposed residential concept will require approval by the City of a Specific Plan Amendment application to remove the House of Worship site from the NWSP and replace it with the proposed residential land use and applicable development standards,” Barr and Driscoll wrote.
As proposed in the concept development plan, the project would consist of nine detached, two-story single family homes.
“The proposed project represents a logical and compatible continuation of the existing Faria Preserve neighborhood,” developers from Claremont Homes wrote in the project description submitted to the city July 13.
They noted that the project had been “carefully designed to respect the architectural character” of the surrounding neighborhood.
“Homes feature Modern Farmhouse and Transitional architectural styles with high-quality exterior materials including stucco, cementitious siding, stone veneer accents, decorative trim, composition roofing, metal architectural accents, and enhanced garage door treatments,” the applicants wrote. “Optional floor plan configurations include lofts, fifth bedrooms, junior ADUs, and covered outdoor living spaces”
City staff are asking the commission to provide feedback on the proposed specific plan amendment that would be required to move forward with the project and other amendments to the Northwest Specific Plan, that would be necessary, as well as on the site layout and architectural design.
