The Danville Town Council is set Tuesday to consider supporting the purchase of a vacant property in the central part of town originally in order to incorporate it into a master plan aimed at bringing more arts and culture to the forefront of the town’s core.

The property at 282 Front St. is being eyed as a potential “maker space” that could be part of the Town Green and Arts District Master Plan, which town staff recommend the council vote to approve at its next regular meeting this week.

The site was acquired by the town’s now-defunct Community Development Agency (CDA) in 2009, which used low- and moderate-income housing funds for the purchase and had been eying the acquisition of surrounding properties in order to accommodate affordable housing along Front Street.

With the state moving to dissolve local redevelopment agencies such as the town’s CDA in 2011, and municipalities becoming the successor agencies of the former redevelopment agencies, councilmembers at that time voted to retain assets and functions previously in the hands of the former CDA.

Since then, efforts to acquire additional properties on Front Street have been unsuccessful, according to town staff, making the site in question ineligible for affordable housing efforts.

“As a stand-alone parcel, the property cannot be developed for housing due to a variety of restrictions, including structural setbacks from San Ramon Creek and other existing easements,” city attorney Robert Ewing said in a staff report prepared for the upcoming meeting.

As they worked on developing the Town Green and Arts District Master Plan, staff identified a different use for the property.

“During development of the Town Green and Arts District Master Plan, it was determined that the property could best be utilized by incorporating it into the master plan,” Ewing said in the staff report. “Specifically, the property was identified as a ‘Maker Space’ which can house outdoor seating, shade structures and a space for art classes and programming.”

In order to ensure that funds aimed at supporting affordable housing are used properly, staff are recommending that the town vote to approve the purchase and sale of the property, with proceeds being deposited into the town’s Low and Moderate Income Housing Fund.
