The Danville Town Council is set to discuss and consider approving the latest round of revisions to the town’s Housing Element for the current cycle, following its approval by the Planning Commission and feedback from state officials that the latest round of revisions would bring the plan into compliance with state housing law requirements.
The move comes more than a year after the council first approved the original Housing Element and passed it onto the state Housing and Community Development department for review. Since then, town and state officials have gone back and forth over a number of adjustments, with the latest comments from HCD saying the current draft up for consideration by the council would bring it into “substantial compliance” with state affordable housing standards.
In order to implement the current iteration of the Housing Element, a number of other measures are required, including a General Plan amendment and the rezoning of several sites on property located behind Community Presbyterian Church at 222 West El Pintado in order to accommodate multi-family housing development on those sites.
Under the rezoning measure, the area – currently designated for low density, single family housing – would be zoned for medium to high density and multi-family housing consisting of up to 25 units per acre.
The resolution including the current Housing Element draft would also allow for corner lots designated for single-family development to be subdivided into two lots, as well as an increase in height limits at several housing sites, plus allowing for group housing in all of the town’s residential zones.
A further amendment included in the resolution on the table for the Town Council’s vote would allow multi-family developments consisting of 10 or fewer units to be subject to administrative approval rather than the typical process of review and approval from the Planning Commission and Town Council, except in the case of appeals to those projects.

*The council will present a proclamation recognizing February as Black History Month.
*Councilmembers will consider authorizing $175,000 in spending from the town’s contingency funds to purchase encryption equipment for the police department’s radio system as part of their consent agenda, which would make the police department’s radio feed inaccessible to the public with the goal of protecting sensitive information.
*The council will discuss a county court case from the town against the Contra Costa County Board of Supervisors on Tassajara Hills in closed session following the public meeting.
