The San Ramon City Council is set to solicit input from residents and community members on a proposal for multiple changes to the city’s zoning ordinances in order to align with the current General Plan and Housing Element.
The public hearing Tuesday comes after discussions by the Planning Commission last month, which concluded with the proposed updates being recommended for review and discussion by the City Council. Following their discussion this week, a vote by the council is recommended for next month.
“The proposed changes made to the Zoning Ordinance are strictly policy changes and do not propose new entitlements to any specific land use project and would not result in any direct physical changes to the environment,” Senior Planner Cindy Yee wrote in a staff report for the Sept. 23 agenda.
The proposed ordinance changes would be in line with previously approved changes in the General Plan 2040, approved by the city in 2023. Specifically, they would consist of the implementation of the current Land Use and Housing elements approved as part of the General Plan during the most recent cycle.
“No amendments are proposed to the General Plan or zoning map,” Yee wrote. “Therefore, the proposed Project would result in no increase in the severity of impacts analyzed and disclosed in the General Plan EIR.”
The changes would impact six out of eight divisions of the zoning ordinance. They include an update to the definition and density ranges for residential districts in accordance with the current General Plan, the addition of references to four new zones that were adopted in 2023, and changes to the notice requirements and amendment processes for General Plan and Zoning amendments.
Following the public hearing, city staff are recommending that the item return to the council for a vote at its Oct. 14 meeting.
