The Danville Town Council is set to review the latest proposed design plans for the first phase of its recently approved Downtown Master Plan in a study session Tuesday morning.
The schematic design for the “Downtown Catalyst Project” consists of proposed updates to the Village Theatre Plaza, as well as raised intersections, specialty lighting and street furnishings.
“The schematic design phase of the project is intended to allow the Town Council the opportunity to fine tune the project scope, provide feedback on elements and features, as well as the overall aesthetics of the project,” deputy development services director Diane Friedmann said in a staff report. “Completion of the schematic design phase sets the stage for the consultant to proceed with subsequent design work.”
As part of the implementation phase of the Downtown Master Plan that was approved in November, councilmembers approved a $667,000 contract with design and consulting firm Kimley-Horn to facilitate and implement design work for the plan and to oversee and provide support during construction.
Following a series of study sessions on Feb. 14, March 14 and March 21, councilmembers approved an additional $48,000 for the schematic design phase of the project, bringing the total budget to $715,000.
Town staff will present current design plans for the catalyst project that implement feedback from the council at previous study sessions, as well as solicit additional council feedback ahead of moving forward with the design development and construction document phases for the project.
Staff recommend that the council approve ADA ramps at Diablo Road, Church Street and School Street, as well as updated design plans for School Street and signage design at Prospect Park Plaza. They are also planning to discuss the scope of the Village Theatre Plaza project, in addition to providing an update on asphalt maintenance and bollard design review.

* Staff will provide a presentation and solicit council feedback on the Business Boost Grant Program.
* Staff will seek council direction on any proposed changes to the town’s outdoor flagpole display policy, which was adopted in 2020.
